This group of young adults started the first senior and junior scout open troop in Perak. They are Mr. Voon Yeow Hong, Mr Yau Sy Yeong, Mr Leong Siew Chuan, Mr. Hor Kar Seng, Mr Leong Yat Yee, Mr. Goh Hwa Yew, Mr. Hong Kim Heng, Mr. Cheong Hoon Kean, Mr. Mohammad Hazizi and Mr.Leong Fook Sang. They invited and approached a group of boys and girls from Bercham area to join their scouting activities centered at Bercham Meow Yuen Zen Buddhist Monastery. With open mind and strong commitment to help youths with the support of the Buddhist Monastery Chairman. Later, the troop became known as the Shiang Yang Open Scout Troop as proposed by the Buddhist Monastery management. It means UNIQUE and shows the troops dedicated work in helping all youths to become part of the society that will serve the community well. During the first year, Shiang Yang Open Scout Troop tried to gather some former scout members who lived nearby to form a committee for the troop. They managed to gather 15 adult scouts to support the activities and they laid a good future for the troop. With the strong support of the Group Committee they came up with various plans every year to achieve the vision and mission for the troop. Their vision and mission were based on the Scouting principles. Mr.Yau Sy Yong, Mr Hor Kah Seng, Mr. Hong Kim Heng and Mr. Mohammad Hazizi passed their King Scout test in the year 2000. As a global movement, their vision is to create a better world for everybody to live in. As Scouting is entering its second century as an influential and value-based educational movement, they focused on achieving their mission that involved young people working together to develop their full potential supported by adults who are willing and able to carry out their educational role. Its influences attracts and retains more and more young people C especially adolescents C of both genders of any culture and coming from broader segments of the society. These people can make significant contribution to society by working with young people. Scouting is dynamic, innovative with adequate resources, simple structures and democratic decision making processes where organization, management and communication are effective at all levels. The Shiang Yang Open Scout Troop was officiated on 10th September 2000 by the Perak State Scout Commissioner, Mr. Shahruddin bin Isa in Meow Yuan Zen Buddhist Monastery. The Shiang Yang Scout Open Troop became the 219th Kinta Troop and consisted of 45 members under the leadership of Mr. Yau Sy Yeong, the first Scoutmaster of the troop and Mr.Voon Yeow Hong as the Advisor. Meanwhile, Mr. Leong Siew Chuan, Mr. Hor Kah Seng, Mr. Leong Yat Yee, Mr. Goh Hua Yew, Mr. Hong Kim Heng, Mr. Cheong Hoon Kean, Mr. Mohammad Hazizi and Mr. Leong Fook Sang became Assistant Scoutmasters. In conjunction with the day the troop was founded, the scout members built a pioneering project 61-foot-height tower in a week. The troop made some achievements, won the 2nd prize in the modern dance competition in S.M.J.K. Yuk Kwan Batu Gajah; received the Best Discipline award in S.M.K. St. Mark Butterworth; winner for the Creative Gadget and Best Discipline award from Ave Maria Convent Ipoh. In the year 2001, Shiang Yang Open Scout Troop received more attention from the public and others scout troops. Mr. Yau Sy Yeong remained the troop scoutmaster to lead the 45 members with mission to build fame as well as scouting knowledge for the troop and targeted to win some competitions in this year. Senior scout Lee Yau Fatt passed the King Scout test. The troop began to participate in competitions, gatherings and campfires organised by other scout troops and guide companies. 6 scout members participated in the Scout Skills Competition organized by the Kinta District Scout Council in Ipoh Parade and successfully won the 1st and 2nd prize in the creative craft design competition. Besides this, again participated in the scouting skill competition organized by Ave Maria Convent Ipoh. With the hard work and preparation, the group won the most events. Including 1st runner-up in the Modern Dance competition, winner for the champion and 1st runner-up for Creative Gadget, champion in cooking event and obtained the Best Discipline award. The group successfully became the overall champion for the first time in the skill competition in Ave Maria Convent. At the end of the year, successfully built a pioneering project with 41 feet height watchtower in a week.
In the year 2002, Mr. Leong Siew Chuan was elected to be the Troop Scoutmaster to lead 38 members and set a new mission. After a year of hard training for competition, the mission for the year was more focus on enrolments and scouting skills upgrade. Mr. Teoh Weng Sern became the new Troop Leader and other committee members remained. The troop built a pioneering project with 46-foot-tower in a week during the open day and attracted people from Bercham. At the end of the year, the troop organised a 3-days-2-nights camping trip to Cameron Highlands which 30 members participated. They gained a lot of skills and experiences through the training camp. Especially, they learnt to survive in the forest for 2 nights. Mission for the year 2004 was more focus on competition training and scouting skills upgrade. In the year 2004, Mr. Leong Siew Chuan remained as the scoutmaster of the troop and Lim Beng Yau as troop leader to lead 48 members. In June 2007, 35 scout members participated in the scouting skill competition organized by Foon Yew High School, Johor. This is the furthest trip the troop been. It was a new experience for the scout members in the troop who met up other scouts from Johor. In the same year, four scouts members participated in the scouting skills competition organized by in S.M.J.K. Chan Wa. They won the 1st runner-up for the Iron Scout event and the 3rd runner-up in the Semaphore & Morse-code competition. Mission for the year 2005 was more focused on outing, community service, enrolment and scouting skills upgrade. Mr. Leong Shau Tang became the troop leader and all committee position replaced by the next batch. The troop re-organized the system. The troop maintained 48 members. Meanwhile, Mr. Leong Siew Chuan remained as the troop scoutmaster and Mr. Voon Yeow Hong as the scout troop adviser. Senior scout Saw Ghee Pin passed the king scout test. In June 2005, 21 members participated in the adventure expedition to Gua Tempurung. During the Hari Raya festival season, 36 scouts went camping in Cameron Highlands and climbed the Mt Brinchang, the highest mountain in Cameron Highlands. The participants visited various places of interest in Cameron Highlands such as Cactus Valley, BOH Farm and Bee Farm. In December, the troop won the champion trophy in the Semaphore & Morse-code competition organized by S.M.J.K. Kwang Hwa Klang. Mission for the year 2006 was more focus on gaining community support and enrolment. Scout members increased from 48 to 65 after the troop re-organized the management system and various activities involved the community done in Bercham. In 2006, Leong Shau Tang, Yong Kah Kean, Leong Han Wau and Mak Wai Wei passed the King Scout test. It must be mentioned that Mak Wai Wei was the first girl scout in Shiang Yang Open Scout Troop who passed the King Scout test. During the year, the troop was pleased to have Y.B Gooi Seng Teik, AMP, PMP, PPT as the troops honourable adviser. In December, a training camp for 4days - 3nights was held in Bercham primary school and successfully built a pioneering project tower 68 feet in height. This was the tallest tower ever built by our troop members. It attracted the surrounding villagers and people from Bercham community to visit the tower and campsite. Also, 9 scout members attended the Malaysia Jamboree held in Ulu Bandol, Negeri Sembilan. Mission for the year 2007 was to build a good identity in the Bercham community and among all the scout troops nation wide. With a total of 70 of scout members, the troop successfully organized the 7th troop anniversary with first scouting skills competition and first campfire on June 2007. We were proud to have Dato Ong Ka Chun for the opening ceremony. In conjunction with this anniversary and 100 years of the world scout movement, the senior scouts successfully built a pioneering project tower 71 feet in height and able to hold 100 person at any one time. This function was attended by 700 scouts and guides from 35 scout troops and guide companies. The Shiang Yang Scout Open Troop had gain a close relationship with various scout troops and guide companies in Ipoh, Kampar, KL, Klang and Seremban. Various activities together with other troops and guide were carried out throughout the year. Senior scout Chan Yee Seng passed the king scout test. In August 2007, Shiang Yang Scout Open Troop general meeting was held in Bougainvillea Club ballroom. The general meeting was attended by all the scout members, parents and was open to public. The public showed good response and support for the scout activities. In December 2007, 40 members attended Kerian Scout troop campfire, 10 members participated in Jenjarum Scout Camp, 2 members attended ACS Adventure camp at Gopeng campsite. Beside this, a four days and three nights training camp was organised by the senior scouts in Bercham Recreation Centre behind the Bercham Police Station. It was successful with a pioneering project 45 feet tower built in two days. Its attracted the surrounding villagers and people from Bercham community to visit the tower and campsite during the opening ceremony by Y.B Gooi Seng Teik, AMP, PMP, PPT and the District Commissioner En. Ramli. The Shing Yang Open Scout Troop has a great desire in the year 2008 to make a name in Malaysia and the world record in building the highest wooden tower 105 foot with bakau wood, bamboo, ropes and with out any modern technology such as crane, sky lift or scaffolding. There are plans to organize the Troop 8th anniversary event with scouting skills competition and campfire. Besides this, the troop is ready to participate in competitions organized by others scout troops. The Shiang Yang Open Scout Troop aims to become a well established scout troop and ready to form a Rover Scout crew to provide community service. We are thankful to the public support in Bercham and all the scout troops and guide companies throughout the nation.
